1.1 Please throw on the background of this handbook.
This is an Act to provide information to the general public as a matter of Right. Right to information to citizens to secure access to information under the control of public authorities, in order to transparency and accountability in the working of every public authority.
1.2 Objective/purpose of the handbook.
The objective of the Right to information Act,2005 is to bring transparency and accountability and to make to the people aware of the every activities and of the Govt. except the nuclear and strategic affairs of the Country. Being aware the facts, Figures, polices and programmers of the Govt. people to take part in the decision-making and its implementation. This act has a far-reaching relevance establishing the right of people to get the information enshrined in this Act.
1.3 Who are the intended users of this handbook?
General public are the users of this handbook.
1.4 Organisations of the information in this handbook.
The information collected from records documents files and complied from different section of the Collectorate.
1.5. Definitions (Please provide definitions of various terms used in the handbook
“Information” means any materials is any form including records, documents, memos, emails, opinions, advices, press release, circular indent log books, contracts report, papers, samples, models data in article held in any electronic form and information relating to any private body which can be accessed by the public authorities under any other law for the time being in force.

CHAPTER-2
Particulars of Organisation, Functions and duties.
2.1 Objective/purpose of the Public Authority
The Collector is the head of Office of the Collectorate. The primary functions of the collector is to maintain law and order in the district, Revenue collection, supervise the Developmental work, assist the needy people at the time of natural calamities like Flood, Cyclone etc. provide infrastructural facilities for growth of Industrialisation, Sanitation, Health and drinking water facilities, etc.
To assist to the Collector in the above noted multifarious activities there are ADM, PD, Sub-Collector, Dy. Collectors, BDOs, Tahasildars and other line department Officers and Ministerial staff.
2.2 Mission of public authority.
To be Developed District in all respects.
2.3 Brief history of the public authority.
This District created with effect from 01.04.1993. Before that it was under undivided Cuttack district. Sri Motilal Mohapatra, IAS was appointed as the first Collector of the district.
2.4. Duties of Public authorities.
To maintained law and order and all-round Development of the district.
2.5. Main activities of the public authority.
Smooth maintenance of law and order supervision of Revenue Administration, Developmental activities and Social security measures.
2.6. List of Services being provided by the public authority with a brief right of on them.
i. To keep peace and public tranquillity providing financial assistance under the social security scheme.
ii. To pressure, protect and foster the rights of the Schedule Casts and Schedule Tribe people.

One grievance cell is functioning at Collectorate headed by the Collector to redress the grievance of the general Public. In Block and Tahasil levels the BDOs and Tahasildars are holding grievance cell in every Saturday of the week.
