1.1 Please throw light on the background of this hand book.
Democratic form of Govt. is adopted as the best form of Govt. throughout the world . It is the Govt. of the people , by the people and for the people . Unlike autocratic form of Govt. , it distributes the fruits of justice , equality and liberty among all its people. The people is the key star in all its administrative machinery . Some rights are fundamental in nature for all round development of the people. Right to Information is one of the most important right to get the people involved in the development process. It negates to the official secret Acts passed in the year 1923 .
1.2 Objective/Purpose of the hand Book
The objective of the Right to Information Act 2005 is to bring transparency and accountability in the administration and to make the people aware of the every activities of the Govt. except the nuclear and strategic affairs of the Country. Being aware of the facts , figures ,policies and programme of the Govt., people to take part in the decision making and implementation. This Act has a far reaching relevance establishing the right of people to get the information enshrined in the Act.

“Information” means any material is any form including records, documents, memos, emails ,opinions, advices, press release ,circular indene log books , contracts , reports, papers, samples, models data in article held in any electronic form and information relating to any private body which can be accessed by the public authorities under any other law for the time being in force.
“State Public Information Officer” means the State Public Information Officer designated under sub section-I includes the State Asst. Public Information Officer designated as such under sub section-II of section-V.

2.1 Objective/purpose of the public authority

2.3 Brief History of the Public authority
Reopening the history of the Organization, it reflects this august organization started working since 1939 and Prafulla Ch. Tripathy was the first Sub-Divisional Magistrate of Jajpur .
2.4 Duties of Public authority
(a) To hold court and deal with the following section of CRPC

(b) Deal with case U/S 22,23 of OLR Act.
© To grant license to retailers under PDS.
(d) To sanction the beneficiaries under ODP,OAP,WP,OH,NFBS of social welfare schemes of Govt.
(e) To act as Electoral Registration Officer
(f) To deal with the certificate cases under OPDR Act-1962
(g) Act as the Chairman of the Dowry Prohibition Board.
(h) To organize and supervise TLC
(i) To enquire into the petition and redressing the grievances .

Prerequisite for the benefits- Destitute and poor persons has to apply in prescribed forms to the BDOs and E.O.s of the Municipality.
Procedure to avail the benefit of the programme- After receipt of application BDO/EO to verify the Extension officers and sponsored the names to the Sub-Collector on priority basis after vacancy .
Criteria for deciding eligibility – Poorest/Poorer /Poor
Basing on the target of the particular block and Municipality.
Details of the Benefits- The beneficiaries have been provided Rs. 200/month . For OAP,ODP and NOAP ,Rs 10000/-m under NFBS one time.
Procedure of the distribution of the subsidy – Subsidy through essential commodities
On 15th of each succeeding month the benefits are being distributed to the beneficiaries at GP point on Janaseva Dibas.
Where to apply- Before the BDO/EO Municipalities as his residential jurisdiction
Application Fees- On free of cost
Other fees-No other fees.
Application format- Plain Paper
Prescribed format for each scheme is available at block and municipality level.

(b) Copy of the Photo Identity card
(c) Copy of the Voter list
Format of attachments- Other certificate like enquiry report of the Extension Officers, tax Collectors and Revenue Supervisors are to be mentioned on the body of the application form.

PARTICULARS OF RECIPIENTS OF CONCESSIONS PERMITS OR AUTHORIZATION GRANTED BY
Name of the Programme- Authorization to the persons as a retailers under PDS to sell essential commodities .
Objective- To sell essential commodities to the consumers on production of consumer cards at the Govt. fixed price.
Target set- 1102
Eligibility- Name sponsored by the block level advisory committee and town vel advisory committee for municipality areas .
Criteria for the eligibility- Taking into consideration of their financial stability and strength of the consumers .
Procedure to avail the benefits- Through license under PDS.
Time Limit for the authorizations- For a financial Year
Application fees- License fees Rs 500/- per commodity and security money Rs 1000/- per retailer
Application format- Form No –A of the OPD control order 2008
